Rick Taylor brings over 30 years of experience delivering high-quality programs incorporating principles of disciplined operations to improve quality and reliability. Rick is action-oriented, results-focused manager and leader offering years of experience in Information Technology (IT), Cybersecurity, and nuclear waste operations with a solid understanding of how to leverage technology to develop solutions to improve performance, processes, and programs.
Rick has a bachelor’s degree in computer science from Limestone College and a master’s in business administration (MBA) from the University of Phoenix. He is a certified Project Management Professional (PMP), Certified Scrum Master (CSM), and Certified Technology Business Management (TBM) Executive

Megan Weisgerber
Vice President, Government Programs

Megan Weisgerber is Vice President, Government Programs where she leads the Government team delivering risk management services including data analytics, safety, cybersecurity, physical security, and disaster recovery solutions to help enable risk-based decision making and mission success for the safety and security of the nation.
An engaged leader, Megan fosters growth at both individual and organizational levels. With over 13 years of experience supporting the U.S. Federal Government, she has introduced innovative operational improvements and risk-based solutions to federal clients across various departments, including Homeland Security, Transportation, Energy, and Interior.
Megan is passionate about working with people to inspire growth and diverse thinking. She is dedicated to helping organizations improve operations and adapt to change by making data-informed decisions, facilitating continuous process improvement, and managing risk and change. Megan holds a Bachelor of Science in Business Management and a Masters of Business Administration from the West Chester University of Pennsylvania.

Jenni Roach

Jenni has proven herself effective for her clients in applying project management, business process optimization, and risk mitigation principles. She has serves as a PM in many of our joint venture contracts, including clients such as the Bureau of Ocean Management (BOEM), Federal Emergency Management Agency (FEMA), Pipeline and Hazardous Materials Safety Administration (PHMSA), Federal Transit Administration (FTA), Cybersecurity and Infrastructure Security Agency (CISA), and the US Coast Guard (USCG).
Jenni is a Certified Project Management Professional (PMP) with a bachelor’s from Utah State University and a master’s in technology from Boise State University.
At Snow Eagle Consulting, Jenni is a member of the board of directors and provides expertise in client engagement and operations management for the joint venture.

John Sanders
Senior Program Manager

John Sanders is a Senior Program Manager with over fifteen years of experience in strategic planning, performance management, and process improvement. Based in Washington, DC, John is responsible for managing all elements of multiple federal agencies’ accounts.
John has supported multiple federal agencies (DOD, DOT, DOE, DHS, DOI, etc.) throughout his career. This includes starting new federal programs, responding to congressional inquiries, acquisitions activities, communication and outreach, stakeholder engagement, data analysis, and process improvement and automation.
John has a bachelor’s degree in business from Grand Valley State University and a master’s in business administration (MBA) from the University of Wisconsin-Whitewater. He is a certified Project Management Professional (PMP) and Certified Scrum Master (CSM).

Kristy Huang
Business Development Manager
Kristy Huang is a Business Development Manager for ABS Group’s Global Government team. Based in Washington, DC, Kristy is responsible for business growth, primarily supporting the U.S. Federal Government Chemical, Energy, Transportation Systems, and Nuclear Reactors, Materials, and Waste
Critical Infrastructure Sectors.
As a certified Project Management Professional (PMP) and Shipley-trained Proposal and Capture Manager, she brings a deep understanding of the federal procurement process and over 10 years of experience across the federal civilian marketplace. Her business development, capture, and proposal
management experience include working for both small, mid-tier, and large companies including, CGI Federal, NIC Federal, and Analytica. Kristy also serves as the President for AFCEA Bethesda Emerging Leaders.
At Snow Eagle Group, Kristy supports business development and capture activities across the global government sector. Her areas of focus for business growth primarily encompass Advanced Analytics, Cybersecurity, Business Support Services, Geospatial Solutions, and Renewable Energy Consulting.

Ruta Haile is an experienced Pricing, Contracts and Subcontracts Director with 17 years of comprehensive knowledge in Federal, International, and Commercial Markets. She has extensive expertise in Federal procurement laws, regulations, practices, and procedures. Ruta has managed large and diverse portfolios. She is capable of identifying and implementing strategies to reduce costs, increase revenue, strengthen customer relationships, improve business practices, mitigate risk, and drive growth & profitability. She has experience in proposal development, contract management, subcontract management, audit preparation, regulatory compliance, and customer/supplier relationship building.
